I need help with my brother..?

ok long story short, my brother is a prescription drug addict. He has gone through out patient rehab and was doing very well with that, but he then he got addiction to the medication they gave him to try and get off the pills he was addiction to (oxycotin is his thing) so when they stopped giving him the other stuff he pretty much just went back to the other. He is 27 yrs old and still lives with my mom, who just had knee surgery. He ended up stealing the majority of her painkillers from her! He really needs help, but my mom just cannot afford to have him sent to a substance abuse hospital, nor do we think he’ll actually voluntarily go.
I’ve been looking all over online but I cant seem to find anything about maybe a government assistant program to send ppl to those places, plus the possiblility of getting him Baker Acted.
My question is, is there such a thing to help pay for stuff like that, what are the requirements, and how can we go about getting him Baker Acted..
we live int he state of Florida.

I just talked to my mom, he DOES admit he has a problem and does want to get help. so maybe we wont have to Baker Act him…..
any info on assistant programs to help pay for rehab for him would b helpful, thanks again!
